This can happen as soon as six years from now.
Vitalik has proposed a design for Ethereum to deal with the situation. It requires a hard-fork + a new transaction type with additional proofs. With this design, we can achieve a “simple recovery fork” for Ethereum

Why not use NIST's PQC algorithms?
SPP can be used as the simpler answer to make Ethereum quantum-safe as compared to other more-complicated industry solutions (e.g. NIST PQC)
